1901 - Ed calls the meeting to order. Read the minutes from last meeting, no remarks, motion to accept by John C, seconded by Alan C. Minutes and ‘action items’ accepted as read.

1909 - Treasurers report, one new member brings up to over $400 dollars.

1915 - BLM report. Joe is absent but reported to President and Ed discussed that we are still a while out before we need to react to the WOPR.

1918 - Club ride, Marvin discussed the ride up at Haggelstein a few weeks ago. He discussed a possible parking area up on the hill that is developed better than the park next to the highway. Some discussion was made about asking the FS for this area to be more developed for OHV’s, and asking them what we need to do to pursue this. We agreed that our OHV riding season may be coming to an end due to the snow forecast for all weekend of snow and gusty winds.

1921 - New business:

Three trails OHV System (Proposed). Ed thanked everybody that showed up to KCC and represented our club. It looked really good for our cause that we were interested in this process and showed up to this meeting to give our inputs. Pat re-emphasized the “Loop” philosophy when planning road/trail systems to the FS, and we discussed this as a club. It appeared that the Deschutes NF (at KCC) was pretty aggressive with their trail planning and that they were very open to Loops, more so than the Fremont Winema NF. Tom commented that the NFS agencies will greatly vary (in planning processes) even as neighboring forests in the same state.

Snowmobile Trails (Alan Caldwell / Marvin Schenk). There are two snowmobile clubs in the area (and Lakeview, paisley, Rogue), and the fall under different rules and regulations. For the Snowmobile trails to be used as OHV in summer months, clubs in the area vary in views. Most clubs in our area are welcome to sharing the trails all year to OHV’s. Marvin believes that the NFS is first and foremost concerned about funds for their trails systems, not so much who and where they are used (regarding sharing Snow/OHV trails). Alan discussed using deadlines like prospect for times of the year and sharing the trails. The group discussed what types of terrain that these trails were including, and Ed suggested that we collaborate with the snowmobile clubs to join ventures for year round maintenance and use. It was discussed that Alan and Marvin will get with the local clubs to start a plan.

Game retrieval: Alan spoke about game retrieval and asked how many hunters use ATV’s for getting to hunting spots. A member suggested that Nevada uses this game retrieval system in their planning /ohv use. Alan suggested that we get some direction as a club in the near future and write a proposal to the NFS. Andy Shadley and Alan Caldwell have agreed to look into this.

Tom Harris proposed that it may be in the interest of both groups (Sportsmans Park and KBOC) to trade a board member between the two clubs to increase the awareness of our cause. Ed suggested that a Liaison may serve this cause better and discussion was given on this topic. Tom Harris suggested that they need board members more than a liaison. Sportsman’s park meets second Monday of every month at the senior center at the fairgrounds, 6pm. Ed suggested that we forward a proposal to the general members.

Tom Harris also represents Southeast Oregon on the Resource Area Council and would also be a good source of information on the WOPR with the BLM.

We will take nominations for club officers and board positions as noted below, by general discussion of the members present.

Ed suggested that we use a somewhat non-formal format to gather this information from above and use take other information from members who are not present. This will then turn into some sort of a secret ballot system.

2000 - John C suggested that since this is now the end of the riding system that we get all of our data into the FS prior to Christmas. Discussion was made on how to get this information out to the general members (Pete) asking to get this data to John Cappel at 607 S. 7th Street, KFO. A disc can be handed off or some type map or hard data (whatever they have). There is a pretty good gap under the door and he is there between 12-4pm every weekday. Ed threw out a sales pitch about getting somebody to take over the new NFS liaison position for 2009, and that we may need somebody that is not only educated on the Travel Management Plan, but someone who is fairly assertive. (I believe the words were "Take the gloves off")

2008 - Walter Haupt has volunteered to serve on the Sportsman Park Board of Directors as an OHV rider, and previous KBOC board member. Thank you Walter for this dedication!

2010 - Pat Harris is speaking on all the new rules for OHV users starting January 2009. James (Jim), the Coordinator for the Oregon State OHV Safety program. Ian Caldwell may also come with him to give us information on grant writing and the like. She passed out a document for us to view, and I will incorporate it into these meeting minutes (Located below the adjournment entry). After a group discussion on this topic, Pete suggested that we get in touch with our KBOC safety representative and OHV Safety Institute instructor Scott Stuart to look into getting our families up to speed in accordance with the new Oregon State requirements. Senate Bill 101 was signed into law by Governor Ted Kulongoski on August 15, 2007. The law requires safety education for all Oregonians operating a Class I or Class III ATV for recreation on public land. Class II vehicles are exempt because a driver’s license is required. The bill also includes new requirements for supervising youth, matching youth to properly fitting quads, and fastening helmet chin straps. These new requirements will be phased in between January 1, 2008 and January 1, 2014. Riders are exempt if using an ATV for farming, agriculture, forestry, nursery, Christmas tree growing operations, or riding on private land.

********2009 Changes********

RIDER FIT: Starting January 1, 2009 a Class I operator (quad rider), under the age of 16, must meet all the following minimum physical size requirements (Rider Fit) in relationship to the vehicle:

1. Brake Reach: With hands placed in the normal operating position and fingers straight out, the first joint (from the tip) of the middle finger will extend beyond the brake lever and clutch.

2. Leg Length: While sitting and with their feet on the pegs, the knee must be bent at least 45 degrees.

3. Grip Reach: While sitting upright on the quad with hands on the handle bars and not leaning forward, there must be a distinct angle between the upper arm and the forearm, and;

4. The rider must be able to turn the handle bars from lock to lock while maintaining grip on the handle bars and maintaining throttle and brake control.

5. Disabled riders are allowed to use prosthetic devices or modified or adaptive equipment to achieve rider fit.

ONLINE SAFETY TRAINING: Safety training is mandatory for quad and dirt bike operators riding on lands open to the public use.

A parent or supervising adult and up to four youth 15 years of age or younger may be certified by taking a single test. However, if a parent is assisting more than four youth, a separate test must be completed for any additional children 15 years old or younger. During initial account set up, a parent or supervising adult will be able to create a family account and add youth to their course account. Each additional adult and youth 16 and older will need to take the online course for themselves.

There is no charge for the on-line safety course or the ATV Safety Education Card. There will be a small $8 fee if you lose your card and request a replacement card.

Riders at least 16 years old with five or more years of experience operating a Class I or Class III ATV can challenge the course by taking an equivalency exam at www.rideATVoregon.org. Challengers will have a single chance to take the final exam without study guide materials. If they pass the exam, they will be issued an ATV Safety Education Card. If they fail, they will need to go through the standard on-line safety course.

All non-residents riding in Oregon are requested to take the on-line safety course and carry an ATV Safety Education card. They are exempt if they possess another State’s ATV Safety Education Card.
